First the equilbrium step: ions from eluent in this case anions will bond to positively charged sites of the columns. The equilibrium is reached when the anions bonding to the column is equilibrated with the anions from the eluent.

The injection step: sample anions will replace eluent anions, Depending on the bonding ability of sample anions they will be eluted at different times.
